Project Management Missing Clarity And The VisionRight from its inception, there is no clear track route mentioned for the project. Original conception of the design was undertaken as the idea of Danish Architect Jorn Utzon, won the competition. Even though the design won the competition, there is actually no clarity from the organizers regarding the primarily goals of the design project. Utzon himself did not concerned about the project time or cost while the design is actually prepared during the early stages of the project. The actual cost of the project is also considered for the analysis by the government, as the finances are expected from a public lottery that time. An outline mentioned that the project will be completed in a time span of 4 years and the project will become operational by 1964. However there were several issues surfaced when the project really started the construction. Firstly the architect presented the design is not concerned with the cost of the project, his major concern limited to the quality and design aspects of the project. This proved to be an expensive drawback in the actual construction phase of the project. As well the management of the project also proved to be very difficult.

Other significant concerns:

Apart from no emphasis to the cost and the time aspects of the project at the design phase, there are several ineffective managerial issues surfaced during the project management time. Notable of them being the absence of the full time project management team. Infact the major management stakeholder of the project is architect is Utzor alone and the project is initiated with in collaboration with other engineer Over Arup, in charge for the structure and the engineering aspects of the project. Even though the government is the promoter of the competition there interference as engineering stakeholder is not present in the project progression. However a supervisory team with no any technical skills is introduced in the project management by the government. Later it proved to be a disadvantage in the project progression. The supervisory team inhibited several modifications to the project progression at several stages of the project and it results in additional costs as well as the time delays to the project thought out the project duration. There are middle of the project, changes proposed by the government in the main theme of the project application. Which contributed to the great changes in the actual budget of the project. As well there are several other issues that contributed to ineffective management during the progression. Most important of them being the resignation of the Utzer from the management and subsequent take over three Australian engineers, which contributed to the escalation of the project cost several times the initial budget of the project. Also the lack of the designs, made the project very delayed as the new designs are required to prepare based on the existing structure and several unforeseen complications arised during the project progression. All this resulted in radical deviations in the costing, project time duration as well changes in the expectations.
